Popplio's bio implies that it's physically focused, but the level up stats from the E3 stream shows that the physical attack stat is weak. I wouldn't put much stock in flavor text if I were you.

23 HP is absurdly high for a level 5 starter. Tepig has that much with 31 IVs, and look at Emboar.
