Lotta talk about Pokemon designs lately. Someone will say x design is bad, then someone else will say "fuck you x design is good because it's based off of whatever"
I feel like concept is not a good factor of a design's quality. Here's an empty chart. I'll post some examples in a second.
Examples. I wasn't sure on how to come up with the ones on the bottom left, but I guess designs that are "safe", eg "boring" "vanilla" "literally my mom's x" but are not bad designs would work better than the examples I put in there. I think Garbodor is a perfect example of bad concept good execution, though.
I also do not dislike Rotom nor its formes but I do dislike everything else in upper right.

I've always tried to think about how Probopass could be executed better, but aside from removing the mustache I have no idea how to execute it better. I don't know how its execution is supposed to be awful at all. I agree on the rest of them though.

I feel like Probopass is just far too ugly. I get it, pocket monsters can be ugly. I like ugly mons. But Probopass is just TOO ugly. I can't really put into words why I love Venusaur and Garchomp to death, two ugly Pokemon, but hate Probopass.

If you can't put it into words then it's not really bad execution. Also the difference with Venusaur and Garchomp is that they're a monstrous ugly instead of an odd design.

I'm just shit with expressing myself, man. I get why Probopass looks the way it does. It's a very clever design. But it still isn't a good design, in my eyes.

Honestly it's just cause you don't like the oddball designs, The clever things about Probopass don't really seem to be things making it uglier, like how it's a compass when seen from above, for example. Honestly if you ask me the very idea of a Pokemon being a giant nose grosses you out and there was no changing that.
I'm willing to defend my position on all of these.
