I think he means that they're all identical worldwide, but just the Magearna one, the rest will be different

I think this is implying that when we get it, all someone has to do is put it on the Internet and then everyone can have it. I think it assumes too much. I don't think we're getting QR codes, they're too lazy for that. Either it's a serial code, or they just run a Magearna distro at the game's launch.
