Johto is the worst region for grass types in general. Of all the gyms, about 5 or 6 have an advantage over you, while the other 2 or three are neutral. Out of the elite 4 + Lance, 2 have an advantage over grass, while the others are neutral.
Out of all of the boss pokemon in the game, which includes gym leaders, elite 4, and the champion, grass is only SE against three, a poliwrath, an onix, and a slowbro. I can't remember the team that the final team rocket boss used on you, but his ace was a powerful houndoom
I love Meganium too but it is outclassed by everything.
It is too weak in every single existing format that it can participate.
