So that you cannot breed your easy way for good natures. Also Ditto is uncommon and hard to capture in the wild.
If you were to place two ditto into a day care, upon seeing the other ditto, each would try and transform into the other... over and over again until something else blocks their line of sight. Naturally, it is impossible for ditto to reproduce with each other sexually because they would be too preoccupied in an infinite loop.
Because if you put two ditto together, they would simply dissolve into each other.
The obvious answer is why you want to do it.
Ditto is a breeding hack. If you have one with perfect stats, you can breed it with any gender pokemon and start producing good pokemon without the requirement of egg groups or genders.
because when one Ditto mounts another Ditto they fuse and become one big DittoTHEY WERE FORCED TO FUSE
