as mentioned, a spritebased fan ROM with these environmental variants shouldn't be too much harder than a normal pokemon or just RPGmaker game as I might be able to tell.
It's just having the sprite assets, tying the different appearances to basically the same code blocks, then making sure those variants appear only either in the hands of trainers, in their proper environs, and stay that way than fluxing constantly.
But, again, I'm not a programmer so I can't say with certainty.

These are the kinds of variants I would love to see. I really dig ones like Golurk, Chandelure and Escavalier having variants based on setting/era, and relic Crustle are great too. Not a big fan of Seviper-Skull Marowak, but the rest of them are great. I also like the ones likee Torterra and Gyarados, having variants for drastically different climates. Not a big fan of the whole "Honedge mite" idea, but different Honedge based on different swords would be cool.
Hybrids can also look cool as art, but only as art. They aren't the kind of thing I'd like to see in canon. Don't like the eldritch abominations though.
