Looking through the Johto Pokedex it makes me really how many Johto Pokemon sucked. Some were waved by new DP evolutions like Mamoswine and Gliscor, but others were just terrible.
The only really good Johto pokemon were Tyranitar, Houndoom, Scizor, Steelix, Ampharmos, the legendaries (Entei, Raikou, Suicune, Lugia and Ho-oh), and Typlosion. Some others were alright, but the rest were shit.

They didn't. They ported over the Battle Maison from X/Y the same way they ported over Platinum's Battle Frontier to HG/SS. The Delta Episode was a little bonus on top of that.

IVs work almost the same way as they did in Gens I/II. EVs are the ones that changed dramatically from II to III. They're the only ones people would have a reason to complain about, because you used to be able to max them all out, whereas you can't now.

The answer is that IVs have half the effect in Gen III compared to Gen II. Even though they go from 0-31 instead of 0-15. This means that a Mewtwo's maximum SpA in Gen III (with a neutral nature) is just 1 point higher than in Gen II. The difference is entirely negligible. There is no real reason to complain about IVs being changed between Gens II and III.
