I believe that these pokemon were some of the first ones made, if you look at the internal order of pokemon inserted in Red/Blue these in your pic are some of the first ones.
Also, a lot of new pokemon still have sharp eyes (mainly last evolutions), stop cherrypicking because even Gen 1 has a lot of cartoony eyes too.
