Ice doesn't protect you against dragons
There are plenty of plants with roots that grow through ice just fine

Ice type matchups doesnt need to be changed
the problem is the pokemon they give ice type to
they are all slow and defensively stated
A Rock/Ice type would be fucking brutal if you gave it the stats it needs, fast and high offensive stats
