If you cannot legitimately catch a Mew in Pokemon Red, Blue or Yellow, or even GSC, then why is Mew in the game?

There are tons of pokémon you "cannot legitimately catch" in those games.
You can't catch any starter. They're given to you, no capture check needed.
You can't catch any trade evolution or stone evolution. It's already caught.
It's a different game, it doesn't have to be accurate.

I'm going to assume you're a Sinnohfetus or younger because during Gen I-III if you weren't picking enough to live beside whatever cities in whatever countries they decided to do the event in, you were screwed out of that pokémon (or try your luck sending it to Nintendo). Mew was a little-known secret when Pokémon Red and Green were first released in Japan. Even Nintendo was not initially aware that Shigeki Morimoto had programmed it into the game.[1]
In an interview with Game Freak and Creatures, Inc. in Nintendo Power issue 134, Shigeki Morimoto revealed that he created Mew two weeks before game development was finished.

Except you can catch mew in red/blue very easily with a glitch. I believe thats what the OP was referring to.
Also the event pokemon still exist. Plenty of pokemon are unattainable unless you go to a specific event/location for them. This is across all gens even the newest ones, you should brush up.

Yeah. I don't know exactly why, but at some point they decided to separate the Pokemon world from our own. It happened in the anime too. There are many references to real world places in the first season(s) like Paris, Hollywood, Las Vegas etc.
