He exists, but not everyone believes it. It is actually a legend
It is powerful, but doesn't flaunt it every second
It has a lore specific to the region it's in, rather than some all encompassing thing
Simple design but isn't bland

The anime made Ho-oh feel special among legandaries for me.
He appears in the very first episode with no information, come the Jhoto season and we get some backstory but no real appearence or movie to hype him up unlike Lugia and Celebi, just another cameo at the end. He was made mysteryous and underexposed and that gives him a presence unlike any other legendary.
I also like that he and Lugia are in good terms unlike other box legendaries.

Ho-Oh is definitely up there in the list of the top legendaries. But I think /vp/ likes fug the best.
btw, Ho-Oh probably has the most badass shiny variant.
