Lombre would be the fire deterrent but the gym still gets tripped up by flying types.
Roselia is there to use Leech Seed and Stun Spore to be annoying.

1. When applicable, the crime boss of the local evil team serves as the Dark type boss: Rocket Executive, Cyrus, Ghetsis.
2. Gym Leaders are supposed to be role models, being underhanded percludes that functions
