Super effective against: dragon, flying, bug (I hate to do this to bug it should resist fairy and attack it neutrally to make up for it), grass, ground, psychic (cold slows reaction time)
Not very effective against: Fire, steel, fighting (trained bodies resist cold)
Weak to: remains the same

Dear god no, Ice is 100% fine as an offensive type already. Just make Ice resist Flying and Ground. That's it.

The Ice-type already works, the problem is they gave nearly all Water-types Ice Beam/Blizzard and there's far too many that er towards bulk.
If more Weavile cases existed we'd be getting less complaints.
