Charizard is probably stronger. Jobbing to a Dusclops aside, it's overall feats are better, and it just gets stronger with every appearence. In BW it took a direct hit from Iris's Dragonite with absolutely no damage and almost OHKO'd it after.

See the sad thing is that even with all the missteps the Kalos league is doing it's still probably the 3rd best league in the series. Hoenn is probably the best developed league, with a bunch of prelims, double battles, and three full battles. Sinnoh had the best buildup, and the 3-part full battle made up for the fact there was only really one of them.
Kalos is probably just above the Johto league based off animation alone. Johto had the whole Ash vs Gary buildup for like 5 years though.
