Beat Up: "The user gets all party Pokémon to attack the target. The more party Pokémon, the greater the number of attacks."
The problem with Beat Up is that it uses the attack stat of whoever is "attacking". In the picture it shows "Ralts attacks", you can guess how well a low base power move on a Pokemon with next to no attack would go over.
Aerial Ace should be at least 10bp more, along with the other 60 power never miss attacks

Make Beat Up a low PP move, but give it a huge buff like Knock Off.
