Why can I get sea-pokemons near my home, if there isn't

Why can I get sea-pokemons near my home, if there isn't even any lake or river in my town? (i got seel, horsea, krabby, tentacool, shelder, here, ona hill, no river/sea nearby)
They should specify pkmn appearances to geographic maps. rock pokemons appear only on mountains, water pkmns only near rivers...
i'm sure they could get these datas from the google maps.
Well they shouldn't go to far with it though, they should just define something like rockpokemons appear only in terrain 500m above sealevel, the waterlikes 1km around rivers, etc.
And that all kind of one would appear in ZOOs. (they even could make money from it if they make contract with them)

Because they want everyone to be able to catch 'em all, even if you live in the Kansas, where the land is flat and the water does not exist.
