Do we know specifically how this bar works yet or are we still in the conjecture period?
To me it looks like a "Fullness" Bar for your pokemon. Meaning when the pokemon (or bar in this case) is full you cannot feed it anymore. And to make your pokemon more hungry (reduce the bar so you can feed it again) you challenge gyms.
Is this correct? Does this mean i can make a CP 10 Pidgey into a CP 2000+ Pidgeot with enough gym battles and Pidgey's caught?
Side question: Is the amount of CP gained feeding a Pokemon a candy the same? Or does a CP 201 Pidgey get more CP when fed than a CP 10?

From what I've observed it looks like a bar for max CP, and it increases every time you level up
It's a bar that shows how far your CP can go before your next level
