A lot of gen 1 pokemon have diverse movepools to encourage the use of TM's. Rhyperior's movepool has Rhydon to thank. Tyranitar is a Psuedo, so it gets a pass.
As for Aggron, I'm at a loss.

They're based off of Kaiju, as some people have said. Kaiju are magical and can pretty much do ANYTHING. To the western world they kind of look like dinosaurs, and that's why it's confusing
"Monster" type pokemon get access to all sorts of moves, Heliolisk is also part of this group.

If you're into cheap corny campy movies then look up Showa Era Kaiju movies, and if you want something more serious then look up Hesei Era kaiju movies. The gamera trilogy in my opinion is the quintessential hesei series

Gamera vs Irys is one of the best kaiju eiga in history. That being said, the Heisei Ultraman series were also excellent in my opinion (Tiga is my favorite).
