I'm not so sure about that, are the Cells ever actually shown to fully appear like this? I've only seen two Zygarde focused episodes of the anime and in both the Cells were always transparent and unable to be seen by the human eye or completely invisible. I know that in the anime Zygarde is able to disappear fully while in its Core stage, so maybe it's actually just a Core watching out for the protagonist for some reason?
