What pokemon would cause the most damage to human settlements? We're not even talking about the damage which a trained pokemon could do, which a whole other can of worms. What damage would a nearby population of wild pokemon do to infrastructure and what pokemon would be the worst to have around?
If we're going by pokedex entries, a single magcargo could probably set a whole neighborhood on fire by simply being nearby. Same applies to any fire type with exposed fire on its body, really.
Gyarados is explicitly stated to be almost like a natural disaster to cities.
