It's Kai-ogre. The kai means "ocean" in nip.

Gyarados is a weird case of half-romanizing the Japanese name, so the English name is just gibberish. Nobody knows how the fuck you're supposed to pronounce it. Even the official sources can't make up their minds.

Ra: Just a regular 'rah' sound with a slight roll of the 'r'.
