I think I get what GameFreak wanted to do here. Instead of making a bear that was a little more realistic like Ursaring or Pangoro, they literally made this thing look like a teddy bear or a plushy. The only thing that I find jarring, however, is the color scheme. I think they wanted it to look like a red panda.

Kigurumi themed Pokemon. Looks comfy and cuddly, not a crime. I hated it at first but now it makes sense. Kigurumi onesies are usually mascots of some sort, local, franchise, cultural, what have you. There are signs of this creature in the overworld, meaning its simplistic design bodes well for a shrunken sign. It's an island mascot so it all fits together nicely. I originally didn't appreciate or understand the design. It's "not" your mom's teddy bear while being just that
