It's literally the worst pokemon ever made. It's genuinely insulting that they spent 5 seconds doodling a bear and called it a pokemon. You would have to be genuinely autistic to think it's anything but horrible.

I'm not saying "it's literally my mom's bear as a pokemon", I'm saying that it's almost laughably simple.
There are pokemon like Voltorb or Ditto that are simple, but they're just meant to be simple shapes. This pokemon, however, looks like something a toddler would draw if you asked them to draw a bear (or red panda, but I digress).

I dont like the design all that much myself, but it does already have its fans so I dont see a problem. Pokemon is a big enough game to have weird ass designs. It really shouldent bother you this much. Just dont use it and let those who like it like it.

Voltorb is a sphere because it's supposed to be a pokeball. I don't even particularly think Voltorb is a good pokemon, I'm just using it as an example.
On the other hand, the bear is a mascot, sure. It's a stupid idea for a pokemon, but that's just my opinion. However, you can't say "It's based on a mascot, that means its design can't be too simple!". Just like it's stupid to say "Bruxish is ugly, that means it's a good design!" or "Drampa is cute, that means it's a good design!".
Let's look at an actual japanese bear mascot. It's still far more well designed than the bear pokemon.
