I agree, for the most part. Most of Johto was fairly boring shitmons. The good stuff was either the cross-gen evos or the stuff that came at the later parts of the game, like legends and the Kanto-only Johtomons.
Really, almost every new mon/line you could encounter before Kanto was pretty mediocre.
