Barry wasn't enough, we NEED a proper asshole rival. Of all the shit that they autistically stuck to as a pattern they want to keep forever (a tree-named prof, choose from 3 starters of Fire Water and Grass, Every region has 8 gyms, Every region has Elite Four, Every region pretends the entire thing is a Pokedex quest even when it's literally hopeless at this point, etc), having an asshole rival that you love to hate and need to beat the shit out of was probably the most important thing and they just left it behind for no real purpose.
