It doesn't matter when you evolve, it will cost you the same amount of candies to max your Gyarados whether you evolve now and power it up later or power it up now and evolve later.

The CP meter is the same for every Pokemon of the same species at every level, just take the highest CP one.
I personally just transfer everything that doesn't make it half way up the meter as soon as I catch it.

it's a double edged sword
if you have a pidgey that has only 10% of the bar filled up, it costs significantly less to max out the bar before evolving than it does to evolve into pidgeotto and max out the bar
the flipside is that for something like eevee, for example, that will lead to you having a maxed out eevee instead of a partially boosted eeveeon, and a maxed out eevee will ultimately have less CP than a partially boosted evo
the question you want to ask yourself is - do i need the evolved/stronger mon ASAP, or do i have the luxury of maxing out the NFE and waiting until later to evolve?

Adding to that, just for your reference:
-All 2 Stage families require 50 candies to evolve
ex: Venonat (50)-> Venomoth
-All 3 Stage families require 25 candies then 100 candies
ex: Bulbasaur (25)-> Ivysaur (100)-> Venusaur
There are some exceptions though, they are:
-Rattata and Eevee each only require 25 candies to evolve
-Magikarp requires 400 candies to evolve
-Caterpie, Weedle, and Pidgey lines require only 12 candies for the first evolution, and 50 for the second

False, as you level up you can push a Pokemon further on its CP track with level ups, this magicarp when evolved will be at the equal part of the CP track for Garados, evolving it now or later won't make a difference, it's just a multiplier
Horde as many of those shitmons and use a lucky egg. Evolve them all at once to get more bang for your buck and fly up to higher levels in no time.
