Can someone explain to me what the fuck is a kumamon and why

It's a local mascot of some prefecture. Imagine if every state in the US or province in the EU had their own cutesy mascot that shows up at local events and such.

Another example would be Miya-Chan, designed by Atsuko Nishida of Pikachu, Charizard, and Eeveelution fame.
