Probably pokemon with association with "heath gaining" like most Grass types and medical-themed pokes, and intelligent/smart expertise of knowing the fist or physical body like a few Psychic types and more specialized Fighting types like Conkelldurr for being a wise brute or Himonchan's dedication of being the embodiment of the fist. Emboar's only emphasis with it's fists is using them as a method to channel it's beard fire to attack. Its a fighter that loves to play with fire and not it's fists alone.
NOW, what is the thematic criteria for getting Shell Smash? Oshawott was only associated with seashells because otters are known to BREAK clams for food. This is one of the examples Gamefreak being incompetent retards.
