It's pretty good defensively. Three immunities, able to switch out of Shadow Tag and Arena Trap, a quad resist on Bug, and two uncommon attacking types for weaknesses. Even without bulk, it should be able to switch in on a lot.

Only having one resist and getting hit by most of the type chart for neutral is the opposite of being able to switch in a lot. The three immunities are great but everything will just hit it with it their secondary STAB/random coverage move instead of just tossing out their Fighting and Dragon moves for it to switch in on.

I don't think it's a big deal, in fact, mono-fairy has the same amount of neutral hitting matchups and weaknesses as Pikaboo, and only one immunity vs Pikaboo's 3. Should be fine considering there are already some VERY effective defensive fairies, but there are factors other than typing to be concerned about still.

Because it makes sense. It's not about balance. It's about the fact that grass shouldn't hit ice neutrally.
Besides, grass really isn't that bad except from an offensive viewpoint. It gets some of the strongest support moves, all of the strongest support abilities, lots of really good pokemon with great stats, and manages to stay relevant despite having awful matchups.

It is resisted by 7 types, you would make that 8 types.
Most type match ups don't make sense and they don't have to make sense.
Resisting grass wouldn't do anything for ice and would just shit on grass more.
Giving Ice important resists against types like flying and ground would make it useful instead of punishing a shitty type out of spite.
Grass is just a perfect example of how overpowered ground and water are that people are willing to use a shitty type like grass to resist them.
