If anything, Chesnaught is the stilted and forced one, being constantly drawn in that same position with its arms out to its side and its legs stiff and immobile. It moves like a waddling action figure, and because of its posture, it would fall over if it tried to cross its arms for Spiky Shield.

Of course there's also some less natural looking Pokemon from Gen 2 like Slugma, Dunsparse or Skarmory. But either way it doesn't fit the description.
I'm just not coming up with any Gen 2 Pokemon that are anything like this in concept or execution. It shares a simplistic color palette but so do Pokemon in other gens like Wailord, Cranidos or Darmanitan.
