Ingress decides- can't be a residence, has to be permanent, can't be a business. So that's why there are a lot of churches/statues. It seems messed up, though- the fountain outside the taco place near my house is a landmark for instance. Wtf is that? Also markers/benches on a nature trail all were stops/gyms, it was great, really recommend that
