The footprints are just a very, very obtuse way of measuring distance. I actually don't know what selecting the Pokemon does.

Means how far that pokemon is accordance to your current location. 3 being the farthest and 1 being the closest. Its kinda like a you're getting warmer system.
If you click on the pokemon it does the hot cold game only on that certain pokemon in the bottom right corner so you dont have to keep checking.
