I hated Rowlet, both for design and the memes, but Robinhoot would definitely be my go to.
I like Popplio, and while I don't hate the mermaid fairy, I wouldn't want to use it.
Bara tiger disappoints me by yet again not being quadrupedal but bara aside is a more interesting design than I expect from GF
All three of them are interesting and well thought out designs so I will be both disappointed and not surprised when they end up being fake all along.

I genuinely really like Rowlet's evo, he has potential to be a total bro.
I like the idea of Litten's evo pulling his trainer into a bear hug or putting them on his shoulders. I've warmed up to him, the mock anime shots where he's hitting Pikachu with a table and sleeping on the ground are great.
Popplio is kind of cute.

Out of the 3 I guess I'd probably prefer starting with Rowlet, the elements of the design are pretty neat (hoodie-string used for bow, arrows made with quills). While the Litten evo is a little disappointing (was personally hoping for something like a quadrapedal tiger), it's sort of growing on me.

I'd be really surprised if they were to make a final starter evo that feminine; a ponytail, jewelry, frills, and a mermaid tail are way more femininie than anything we've seen before. I don't have a problem with it, but it seems odd from a marketing view.
And that evolution for Rowlett in particular just looks really off to me - the tailfeathers in the back view are at a weirdly straight angle and the legs/feet look bizarre to me. But whatever, if these are legit maybe the model will look a bit better.

That would be interesting. The Litten evo is undeniably masculine and the Popplio evo even more feminine. I think it would be a very cool design choice to give the starters very distinct gender differences.
