Does anybody have tips on how to find them? i've already beaten the elite 4 twice, if that helps
Did you clear the Islands quest? If so just go to some route with a sub-level 50 Pokémon in front of your party. Spray repel and run to the grass for a few seconds, exit and re-enter route, rinse and repeat.
Don't bother, they have garbave IVs because of a glitch.

Be completely lucky finding 1 in a random route, and beating the game 2 more times with the other starters so you can try to be completely lucky finding them in a random route.

Consider using a Master Ball too. There's ANOTHER glitch relating to them where if they use Roar, they are permanently removed from your game.

How will this affect playing in Gen 3
Do you really care that much about IVs in-game
1) Buy a shit ton of max repels
2) Get a Level 50 Parasect with Spore (level-up move) and False Swipe (egg move)
3) Go to Route 24/25, in the grass area above the ledge
4) Use your repel with Parasect leading your party
5) Run around the grass for a bit
6) If you don't get an encounter after a few seconds, move into the next route, then go back into the grass
7) Repeat steps 5/6 until you find it
You don't need to breed the Parasect but it makes it much easier to catch if you do have one. I'd just use the Masterball if you have it.
