Go to a cafe that has free wifi, most likely it will have pokestop there or close enough to it. Proceed to Drink your coffee or w/e and get some items and xp off of that and that someone puts a lure down on that pokestop.

How decent are lures? Like how many pokemon average would a lure net?
Because there's no stops within 8 miles of where I live. Someone popped a lure at a stop when I was at the airport this morning, but I didn't see anyone.
