How to progress in PTCGO, tl;dr edition:
>complete all Trainer Challenges (Cheat Engine's speedhack strongly recommended to speed up AI games)
>play through using Basic decks to unlock them for versus play
>farm Versus Mode theme ladder for Tokens and Tournament Tickets
>Enter Theme format tournaments whenever possible
>enter Standard/Expanded ticket tournaments and accept that you'll lose
>you'll get tradable tournament chests and sometimes tradable packs
>DON'T OPEN THEM
>Instead, trade them for the cards you actually want for a deck you want to build, most cards go for like 1-3 packs each.
>Public trade is like the GTS, if you want proper results, put up your own offers.

You mean PTCGO or PTCG?
PTCGO doesn't even have a way to put money in (unless you're in Canada). Just grind tournaments, trade packs and you will have everything you need/want. When you buy physical packs you're paying for physical cards and codes are just a bonus, and it isn't required.
For PTCG you need to spend like 100$ on staples once and you will be able to build almost any top tier deck just for a few dollars for the next few years. It's nothing in comparison with other major trading card games.

Magic has Pauper 20 dollar commons and rares only format and Yugioh just reprinted everything, so the best deck in the game right now is 30 dollars of structure decks.

It's not an official tournament format, Pauper very restricted by rarity (only commons allowed, up to 5 rares can be used in Peasant Magic). Why do you think Pauper was invented? Because good cards are fucking expensive in Magic.
Standard is more expensive in comparison with PTCG and rotation's fast there, Modern have no rotation but more expensive than Standard in general and will be more and more expensive with time, and Legacy/Vintage are just several levels above in terms of costs.
You can casually play Pokémon TCG with 15$ theme decks too, you know.
Was using a shit Fairy deck for a challenge and went up against this deck. It's no wonder I had advantage.
