It is cheating, and Niantic will ban you if they catch you. Same with Ingress.

Well I may have skipped a step but I just figured I'd give it a try. I got the GPS setup where Go would recognize me being where I set, but there were no Pokemon, Gyms, or PokeStops anywhere. Not really worth the effort even if it worked, I'll stick with the real deal on my phone.

No, I have a shitty phone so I need to use Bluestacks when I want to play any play. If people use it when they already have a capable phone then yes, it's cheating. I don't play GO anyway, only if you are 16 or a genwunner you want to play it that bad to use Bluestacks. I'll maybe play it when my Chinese phone arrives.
