I always liked Raichu's design. As a person who grew up loving the games more than the anime, like most people, I've still never used him because he suffers from shitty stats like a lot of other Kanto mons. He might be more deserving of a mega than any other design.
I consider Raichu one of the best gen 1 designs to be honest.
Pikachu is great too. Amazing that they considered fucking Clefairy for a while.

Diamond/Pearlhad probably the most boring story, roster of pokemon and the most bland continent at the time. Platinum was an improvement with a better story, an interesting legendary and some cool features, but still suffered from boring cast, boring pokemon roster and a boring continent.

Raichu would be easy to fix. Make light ball work for him and you have a speedy nuke. Even if it only 1.5x rather then 2x.
Make light ball act as his megastone and give him a good ability, you could switch between nuke regular and balanced mega.
His HP will suck no matter what.

Yeah Wizards of the Coast created the card themselves. It eventually made its way to Japan in another set as a rare. There is an error on the card though. On the top right it says 'Raichu' not 'Dark Raichu'. The error was eventually fixed.

Only as a sweeper. Raichu is a pretty decent fast utility mon in doubles- Encore, Fake Out, Electro Web, Feint, Nuzzle, and all with access to Lightning Rod to help support your water and flying types.
Raichu could certainly use a buff- higher HP and Defense would be much appreciated, but it's far from useless.

At least with other Pokemon, both their pre- and post-evolutions tend to get relatively the same amount of attention. Raichu is one of the few that gets overshadowed by its predecessor, which is compounded by the fact that some of the games had Pikachu as a flat-out improvement over Raichu.

You're missing the point. It's that the unevolved version of the same exact Pokemon is so astronomically popular and central to the franchise that its evolution is almost in all cases seen as a downgrade or lesser Pokemon.
A better example for what you suggested would be if Froakie was some freakishly popular Pokemon that had a huge following, marketing push, and special bonuses in all of its appearances, while Frogadier is literally-why tier.
