You have to fill box 1, 3, 7, and 8 with Mewtwo, then beat the E4 100 times, then they'll give you some car keys. In order to open the car door with the keys is to kill yourself. Then Mew appears.

Ok, here's what you need to do:
Defeat the Elite Four 93 times.
Go to Viridian City. Open and close the menu repetitively 57 times.
Catch any Pokemon under level 80.
Go to the truck.
Use the move strength outside the battle.
Mew will appear and the battle will begin.
You see, a lot of people forget the previous steps.
