As someone who believes it (though not without some doubt), the build a league thing is probably just the plot, rather than a game feature. I imagine it will be the same characters each game that become the leaders.

The lack of traditional gyms is entirely believable, and is the kind of thing that would make sense to do, but not likely for a fake to make up:
For a faker to make it up, it's a huge paragdim shift, and something people will doubt.
But for GF to do it? Total sense. Why? They no longer act as extended tutorials in type advantages. The UI teaches those now. Beating a gym leader with a specific type is now a lot more trivial to the newer player than it used to be.
Which obviously leads into scrapping the gym system all together, and doing shaking it up.

His Kalos League challenge is also ending in three weeks to make way for the rest of the Team Flare plot, pretty sure this is the shortest League they've ever done. So either he's losing and this is all a ruse, he wins and that's the end of his journey, or he wins but still goes to Alola anyways. But considering the fact Ash appears in that final starter evolution "leak" it's safe to say his journey is t over if those are real.

My theory is that the Champion League is being held in Alola because Lumiose got rekt by big boy Z, and they want more time to find a replacement for the recently arrested Malva.
If the Four Gaurdians of Alola were also going to compete in the League, then it would make sense for Ash to travel around the islands getting acquainted with them before the League starts. Alola could be the first season to feature more focus on plot and the villains as opposed to gyms because of this.
