Nope, only Gen I and II and their associated spinoffs. The limit is consoles made in 1999 or earlier, GBA is 2001.
It probably sounds silly since the GBA is 15 years old, but the rule is mainly there to keep shit like Call of Duty and Halo off the board, if they allowed GBA they'd have to allow PS2 and XBox.
