Because Game Freak realized that doing a third "improved" game was just causing all but the most dedicated autists and ignorant normies to not buy the first games of a generation because they were instead waiting for the improved one. And why wouldn't you? If there's a better one coming down the pipe, why waste your money now?
What pattern did they break? Zygarde is in SM. It's no different from BW2 except they added a new region and some pokemon this time.
