it's obvious sandile evolves because it's cutesy looking and has an oversized baby head like most first stages do. The salamander looks too small to be evolved but not cute/babyish enough to look like it evolves either. obviously I can be wrong but my hunch is that it's a single stage.
I think Drampa might have a pre-evo.
