These Pokemon all have the same BST as Magmar, 495. I'd say any Pokemon with less than that is elgible, not that they care about stats, but they wouldn't give anyone an evolution too powerful.

I'd rather like Starmie to get one just for the sheer concept of it, but that'd likely be a mega, too, if anything.
