If pokemon A has more cp but weaker attacks, and pokemon B has less cp but with a higher number (and more blue bars ) next to an attack, which one do I transfer ?

you can make the one with better moves get fatter/bigger/with more CP by feeding it stardust and a candy
both have the same max CP
