I'm playing x and caught this guy, he's level 19 now and hasn't gotten enough friendliness to evolve, is it going to take too long to evolve and I'm going to miss on good moves?

Use Serebii next time, and if you REALLY need to evolve, save now, and walk/bike around until you think it's sufficient enough. Right now you're potentially losing out on Aqua Tail, one of its strongest moves, next level.

Well at max happiness Return has 102 base damage so it's not like it's a bad move and Azurill gets STAB on Return so it's perfectly usable until he gets Waterfall for Marill or Azumarill
