Other than Kadabra the Porygons are the only other group that have the stigma against them and they have plushes/toys. If Kadabra has them, every mon does.

A relevant detail for this thread: NYC Pokemon center had a wall with every single Pokemon as toys during the Gen 3 era. Every last one of them has at least one figure, as the NYC center had the full 386 set. I don't have a source on this other than going there during that time and being quite impressed by it, but any Pokemon that falls in the first 386 doesn't qualify for this thread by default. They stopped doing this after the Nintendo world renevation, so Gen 4 and up is where you all should start looking merch wise.

Well before we learned about Zygarde's forms Zygarde was probably the only Pokemon with zero merchandise.
Lines like MonCollé and Pokemon Kids have been around forever and are constantly putting out new figures. I don't think there's a single pre-gen 6 Pokemon that hasn't been featured in at least one of those.
