Remember what happened in Johto? Ash's Johto didn't get to do jack shit because of his Kanto Pokemon hogging the spotlight. Even getting rid of Charizard didn't help much.
They learned from their mistake, and that's why they started leaving Ash's old Pokemon at Oak's, so his new ones can shine without being overshadowed by the old ones.
