I have. Saw a Bulbasaur on the radar by the train station heading home from a meeting. Too bad I didn't have time to catch it.
I picked Squirtle earlier.

first nearby icon I saw was a bulbasaur. I hadn't really figured out what I was doing yet, and I had somewhere to be that was apparently not in its direction, so I never found it.
