The source is an old comic called "Pokemon-X".
The author went on a two year hiatus and when he came back he made updates, but dated the comics as if he never went on hiatus, so you'd see updates in 2009 but he'd say the comic was made in '07. So I have no idea if the guy is still around or not.
He was a fat fedora wearing loser but somehow managed to score a cute Asian wife.
Not gonna lie, I cracked a smile, mostly because I connected the "see ya!" to Serebii

Ah yes, Pokemon-X. Back when sprite comics were all the rage and X and Y weren't even conceived of, so such a name would actually work.
A plot point of the comic was Brendan's Poochyena, Rocky, which ended up getting "two strains of Pokerus" through Team Aqua and Magma shenanigans- which made him shiny, gave him the ability to speak, and gave him a move called "Random" which was basically a cross between Mimic and Metronome. To wit, Rocky would use Random, it'd become a random move, and then he'd keep said move for the remainder of the battle.
Why he didn't just get Metronome is beyond me. I guess Recon Dye (the fat fedora-wearing loser >>27006332 mentioned) wanted Rocky to be as much of a gary stu as possible.
